Rice flour purifies, exfoliates and will remineralize your the skin. While Apple cider vinegar will soften your hard, dry, dead skin making it easier to scrub. As for Honey, it is not just a good antiseptic, but is also one of humectant substances. Humectant substances are those which are keeping things moist. In this case, if you apply Honey (in this manner) on your heels, Honey will draw moisture from inner to outer tissues of the skin. This shift of fluids should help your heels to heal!

Cracked heels remedy preparation

Mix 3 teaspoons of rice with 1 teaspoon of Honey and 2-3 drops of apple cider vinegar. Stir the mixture until it forms thick paste. Before you use the paste, soak your feet in lukewarm water for about 10-12 minutes. Once you are done soaking, gently scrub your feet using the paste to remove the dead skin.

This should be done 2-3 times a week until your cracked heels heal.
